Official League Rules

  1. All participating players will be responsible for their own medical insurance. Inland Basketball League (HoopIBL) and its committee are not liable for any injuries on the basketball courts or around the premises.
  2. League Fees are due on the 1st Game of the Season. If League Fees are not paid in full, Teams will not be eligible to play and will not be scheduled.
  3. Game fees must be paid in full prior to each game ($40). Cash, Venmo, and Bank Transfer are the only acceptable form of payments.
  4. Each team is limited to twelve (12) players per team.
  5. League officials have the right to place a team in a lower or higher division than what the team originally applied for due to height restrictions and skill level, when applicable.
  6. Players on the roster must play their first game within the first 4 games. Players must play a total of 3 games to be eligible to participate in the playoffs. At Fault- Forfeits due to not meeting the minimum requirement of 4 players to start a game will not count towards a game for playoff consideration.
  7. If a player is injured or is out for the regular season, he/she may elect a replacement. Only players who have completed 2 regular season games may request for an injury replacement player. However, the injured player will not be eligible to play the remaining regular season or playoffs. Replacement players must play a minimum of 1 (one) regular game to qualify for playoffs - case by case basis. First time players at HoopIBL may require a 2 regular season game minimum to qualify for playoffs. Team captains must give the commissioner 48-hours in advance to review all injury cases by EMAIL. Team Captains must submit a valid identification of replacement player(s) by EMAIL. Cases can be challenged by opposing team. Challenges must be made during or before the start of a game. All cases will be reviewed by the league commissioner. If advance notices are not given for an injured player, the replacement player must wait a week (in order to review the case) – no exception.
  8. All team members must wear similar colored uniforms (as close as possible) with numbers on BOTH sides (if possible). Any players with more than one miss-colored uniform may be given a technical foul at any time during the game. One member of the team is allowed without a number. Each additional player without a number on his uniform will receive a technical foul. All uniforms must at least have numbers on the front and back of the jersey (if possible).  Each confirmed violation will result in a technical foul before the player enters the game.  Technical foul for uniform violation does not count as a personal foul or team foul.
  9. Game Time: Division 1, 2, 3, and 4 is two twenty-minute halves. Halftime is one minute.  Clock will stop the last two (2) minutes of the second half on all dead balls if the score is within 10 points. The clock will not stop if there is a eleven (11) or more difference in the score.  If the difference is more than 10 points during free throws, the clock will stay stopped. If the clock is 2 minutes or less and the score changes from (11 to 10), the clock will stop on the made free throw. However, the clock does not stop after all other made baskets regardless of score.
  10. A ten (10) minute grace period (after all timeouts are exhausted) will be allowed on a team to show up for their scheduled game time. During the grace period, the clock will run and opposing team will automatically receive 2 points for each minute for waiting. After the grace period has expired, game is considered a forfeit and the team’s forfeit bond ($80) will be lost. If no forfeit bond is on file, team must pay it prior to the start of their next scheduled game.  No exceptions! Scorekeepers will determine which clock to go by. Two unpaid forfeits will disqualify the team and the team will need to pay all pending fees to be reinstated BEFORE their next scheduled game. If forfeit is not paid, you will not get a game. No refunds for league fees.
  11. Each team must have at least 4 players to start the game.
  12. Jump ball will start the game. Jump balls will be enforced on all tied possessions.
  13. Each team is allowed three (3) time-outs for the entire game. For the regular season, each team will be allowed one (1) time-out in the overtime. Unused OT time-outs do not carry over into 2OT and so forth.  For the playoffs, each team is allowed one time-out per overtime period. Each time-out is 20 seconds.
  14. Each player is allowed 6 personal fouls Technical fouls count as personal fouls. Technical fouls count as personal and team foul. Any players/coaches receiving two (2) technical fouls may be ejected from the game. (Uniform Technical fouls do not count against the player or team). Ejections may also result in suspensions by the League Commissioner.
  15. Teams will be in the one and one bonus on the seventh (7th) team fouls, on the tenth (10th) team fouls the team will be awarded two (2) free throws.
  16. Any player committing a Flagrant foul or Intentional foul as determined by the referees, will result in two (2) free throws and the opposing team maintains possession of the ball.
  17. Fighting will result in automatic ejection of all players involved. In addition, any players involved in a fight will be banned from the league and will forfeit their league fees; Banishment from the league may include an entire team with NO EXCEPTIONS. The league committee will review all incidences. Players will only be reinstated with approval of league officials. Players and/or teams involved in a fight may lose all league fees and deposits. No refunds, deposits, or credits will be given if any players or teams are involved in a fight(s).
  18. Substitutes must report to scorer’s table and wait to be called into the game by officials. Walking onto the court before being called could result in a technical foul on that player.
  19. Protest must be filed in writing within 24 hours of incident and must have a direct bearing on the outcome of the game. They must be based on an alleged misinterpretation of the rules – Judgment may not be protested. Ineligible player protest will be made prior to the start of a game or before said player enters the game. Player protest will be handled on the court and will require proof of identification.
  20. Shooting behind the three (3) point line will be awarded three (3) points. If fouled, player will be awarded with three (3) free throws.
  21. Regular Season Overtime is two (2) minutes. The clock will stop the last (1) minute of the OT on all dead balls. Double overtime will be two (2) minutes. The clock will stop the last (1) minute of the 2OT on all dead balls.  Triple overtime is sudden death, first team to score wins. Each team will have one (1) time-out in the first overtime with no carryover into 2OT or further. 
  22. Playoff Overtime is two (2) minutes. The clock will stop the last (1) minute of each OT period on all dead balls. Within each over-time period, there is (1) time-out for the 1st and 2nd over-time playoff period. There is no time-out and no sudden death in 3OT or beyond. 
  23. Advancing the ball to half-court - After a missed free throw, team with possession of the ball can call a timeout to advance the ball but CANNOT dribble after securing the rebound.  Dribbling after the rebound and then calling a timeout will not get ball advancing. All advances must be requested with the league referees (not the table). Players can also elect time outs on made baskets with the league referees.
  24. Dunking – Dunking is allowed.  Player is not allowed to excessively hang on the rim after the dunk.  Excessive hanging will be determined by the ref and will be followed by a technical foul called.  Two (2) free throws will result from the technical foul call.
  25. No jewelry will be allowed while playing. Anyone playing with jewelry may receive a delay of game and/or technical foul.
  26. Free Throw – The ball is in play once the person at the free throw line releases the basketball.
  27. Playoffs - Playoff standings are determined by the end of Week 7 (after completing 7 regular season games). Playoffs will begin in Week 8 for most teams and non-playoff teams will play their 8th game in Week 8.  Standings are based on best records, followed by head-to-head matchups (Effective Rule for Season 23 and beyond), followed by margin of victory. In the event of a tie in a head-to-head matchup, a team's regular season margin of victory will determine the tie breaker. In the event of a margin victory tie, the tying teams will flip a coin to determine the tie breaker. If there are multiple ties (3 or more) within a division, the regular season margin of victory will determine the tie breaker.
  28. In the event of a forfeited team or a team removed from the league or playoffs, the playoffs standings will be adjusted by the league commissioner.
  29. Playoffs Shot Clock - A 30 second shot clock will be enforced during the playoffs when the lead is 10 points or less within 2 minutes. The shot clock will reset on made baskets and fouls. Staff will assist teams with shot clock countdown and reminders. It is the team's responsibility to refer to the game clock when they receive a live ball. In addition, all teams are responsible to manage their own time carefully. 
  30. Advance Notice for Forfeits – Team Captains who can provide a 72-hour advance notice for a forfeit will only have to pay $60 (instead of $80).
  31. All-Star Game – All Star Games are not guaranteed. The roster will be determined by the League Commissioner. The all-star game is a privileged and not a right. The selection of the all-star roster are based partially on visual performances, stats, # of players on a player’s roster, and other deciding factors.
  32. Multiple Teams – Players may play on multiple teams if they are not in the same division. Conflict in scheduling may arise without any notices.
  33. Competitive Competition Rule– (a) A player who is currently playing on a Division (1 and 2) Advance Team, may not play in the lowest division (Division 4 - Intermediate). (b) A maximum of ONE Advance player who has previous played for a Division 3 Advance Team, may play in Division 3 Intermediate. (c) If a team elects to add a Division 3 Advance Player, the team cannot have any other players with a similar skill level. (d) All Advance players in D4 - Intermediate, must play their first two scheduled regular season games. No exception to this rule. Any Advance player who fails this rule will not be eligible for the remainder of the season in D4 - Intermediate. (e) Every team will be reviewed on a case-by-case basis. The commissioner also reserves the right to bump any team into a higher division. The league also reserves the right to terminate any Advance player in the spirit of competition. (f) In the scenario of an injured Advance player in Division 4 - Intermediate, the injured player MAY NOT be replaced by another Advance player. For any injury inquiries, please submit all request to the league commissioner by email for review. (g) There are no refunds or credits for teams who are dissatisfied with the Competition Rule. The goal of the rule is to ensure an even playing field for all teams (Rule 30 was updated on January 1, 2014).
  34. No refunds for league fees. No refunds will be given to Free agents once they are placed on a team. Refunds will only be given to Free Agents who are not placed on a team. All placements for Free Agents will be confirmed via email.
  35. National High School Rules will govern all rules not covered.
  36. Participation is voluntary. The league reserves the right to reject or accept players/teams at committee’s discretion, current and former players included.
